Orchestrator implements hard technical controls over audit-trail integrity — attribution, append-only enforcement, cryptographic tamper detection, and fail-closed write semantics — aligned with the Audit & Accountability families of SOC 2 TSC (CC6 / CC7), NIST SP 800-171 Rev 2 (§3.3, §3.14), and supporting ITAR §122.5 / §125.4 record-keeping obligations.
